TCU's influence in the public policy implementation phase

Abstract

This article will address social rights, their emergence and their link with public policies to be developed by the State, with special emphasis on the implementation phase of public policies and the variables that make up this specific stage. Next, considerations will be made regarding the competences of the Federal Court of Auditors and its role in typical acts of public management. After reviewing the literature regarding the implementation phase of public policies and regarding the competences of the Federal Court of Auditors, a case study will be carried out, in particular two recent judgments of the TCU, which deal with public privatization policies, to evaluate whether or not the TCU influences the implementation phase of these measures. Considering that only two recent judgments will be evaluated, the conclusion of this article will be of a reflective nature.
