Abstract

Esistono qualità tipiche per i “politici”. Alcune sono innate. Ma quelle che si possono designare con l’espressione tecnica politica si formano. Essenziale a tal fine è il ruolo dei partiti, i quali, peraltro, determinano l’attribuzione della più grande maggioranza delle posizioni politiche. Svolgere adeguatamente tale compito è determinante per garantire effettiva democraticità al sistema. In particolare, ciò costituisce presupposto per avere politiche adeguate e dunque, in definitiva, per conseguire output legitimacy. La realtà attuale mostra attenzione assai parziale a questo tema, che invece la Carta costituzionale sembra delineare abbastanza chiaramente, sebbene in modo implicito.
