Abstract

The decentralization of public services in unequal and centralized federations involves the establishment of cooperation arrangements and trust relationships. In Brazil, decentralization has not led to a decrease in the responsibilities of the federal government or a reduction in its scope of action. On the contrary, the effectiveness of decentralization has been directly linked to coordination by the central government. Furthermore, several scholars argue that since the mid-1990s, the federal government has gradually increased its capacity for revenue collection and regulation of spending decisions by subnational governments. In the sphere of regulatory agencies, the National Electric Energy Agency (ANEEL) has delegated inspection and ombudsman activities to the states since its inception. Based on Agency Theory, this article utilized semi-structured interviews and document analysis to examine two case studies of how relationships between the federal agency and the state agencies of São Paulo and Rio de Janeiro have developed. A high level of heterogeneity was observed among the state agencies studied, alongside a centralizing stance by the federal agency.
