Abstract

The violence resulting from the use of police forces in Brazilian favelas illustrates a scenario of serious human rights violations, as in the Favela Nova Brasília vs. Brazil Case, in which Brazil was condemned by the Inter-American Court of Human Rights (IACHR). Against this backdrop, the research seeks to answer the following research problem: what measures are still pending compliance by Brazil and how do they relate to structural racial and gender discrimination in the use of police forces in Brazilian favelas? To this end, a deductive approach is adopted and the method of procedure is analytical. Finally, the research concludes that the state's failure to comply with non-repetition measures affirms a stereotype of marginalization of the favelas, resulting in inequalities and structural vulnerability.
