Digital technologies have dramatically transformed the way we live, work, negotiate and are governed. The public administration is going through a process of structural transformation, which goes far beyond the government's presence on the Internet and will include the transposition of actions and services to the digital world. Unlike families and companies, which act reactively and randomly, administrations have to plan for this transition. In this work we present a proposal for an organizational model to improve the implementation of the values and principles of public governance, focusing especially on the most decentralized and/or organized States with a federative nature. The proposal is based on the creation of an organizational structure for credible dialogue, equipped with the necessary means of dialogue, with representatives from each sphere of government and competent to analyze all aspects of public action subject to digital transformation.
