Peripheral-decolonial contributions to the consensus approach to relative and multidimensional poverty in Latin America

Abstract

This article analyses the consensual approach to multidimensional poverty in Latin America from a peripheral-decolonial perspective, assessing its contributions to shaping and applying the methodology in the region. In the field of Law, it uses bibliographic research, applying peripheral-decolonial frameworks to explore studies on the consensual approach. It highlights contributions to that methodology, aiming at decolonizing the scientific understanding of poverty, through the openness and dedication of the consensual approach to include the voices and perspectives of marginalized and peripheral groups; the meaningful participation of these groups in generating knowledge; and the coexistence of multiple epistemologies without silencing or hierarchy, while addressing concerns about universality. The article helps revise methodologies for defining and measuring poverty, rooted in Law and science, and aids in designing and implementing programs and policies to fight poverty and uphold human rights.

Author Biographies

Guilherme Perez Cabral, Pontifícia Universidade Católica de Campinas (PUC-Campinas). Campinas (SP). Brasil

Professor (Category A1) at the Pontifical Catholic University of Campinas (PUC-Campinas). Member of the permanent faculty of the stricto sensu Graduate Program in Law (PPGD), affiliated with the “International Cooperation and Human Rights” research line. Leader of the “International Cooperation, Democracy, and Human Rights” research group (CNPq/PUC Campinas). He is a collaborating researcher at the Laboratory of Public Policy and Educational Planning (LaPPlanE) at Unicamp. He holds a Ph.D. in Law from the University of São Paulo (2014), a Master’s degree in Law from the Methodist University of Piracicaba (2008), and a Bachelor’s degree in Law from PUC-Campinas (2003). He completed his postdoctoral studies at the School of Social Sciences at Cardiff University in Wales (2024).

She holds a bachelor’s degree in Education from PUC-Campinas (2004), a master’s degree in Education from PUC-Campinas (2007), a bachelor’s degree in Law from PUC-Campinas (2009), a Ph.D. in Education from UNICAMP (2012), and the title of Associate Professor from the UNICAMP School of Education (2023). She works as a full-time professor at the UNICAMP School of Education. She is a researcher at the Laboratory of Public Policy and Educational Planning (LaPPlanE) at the School of Education and currently serves as the Brazilian Director of the Confucius Institute at UNICAMP. She was Coordinator of the ProFIS/UNICAMP Interdisciplinary Graduate Training Program (2022–2025). She served as Secretary General of the Brazilian Society of Comparative Education (SBEC) (2017–2019) and First Secretary (2020–present). She was Editor-in-Chief of the Journal of the South Minas Law School (2019–2022). She served as Associate Coordinator of the Integrated Bachelor’s Degree Program in Physics and Chemistry and Bachelor’s Degree Programs (2020–2022) and as Associate Coordinator of the Pedagogy Program at FE/UNICAMP (2016–2017), as well as at FE/UNICAMP. She has experience in the fields of Education and Law, focusing primarily on the following topics: multidimensional poverty; public policies in education, social affairs, and the environment; law, hermeneutics, and legal interpretation; teacher education; and interdisciplinarity.

Bachelor of Laws (2016) and Master’s in Sustainability from the Pontifical Catholic University of Campinas (2018). Ph.D. in Political and Economic Law from Mackenzie Presbyterian University (2023). Postdoctoral researcher in Education at the State University of Campinas (UNICAMP) (2024–), she is a member of the Laboratory of Public Policy and Educational Planning. Member of the CLACS-Duke group in a research project that analyzes, from a comparative perspective, the role of the “Amicus Curiae” and civil society participation in constitutional cases filed before the Federal Supreme Court and the U.S. Supreme Court regarding affirmative action policies, under an agreement with Duke University, Durham, USA (2020–). Researcher for the DEMOS/ERASMUS Project on Democracy and Populism in Latin America. Director of the Luiz Gama Institute. Undergraduate Program Coordinator and Professor in the undergraduate, master’s, and doctoral programs in law, specializing in the research area “Social Function of Private Law Institutions and Access to Justice” at the Autonomous Law School (FADISP).Coordinator of the “Dr. Nicéa Quintino Amauro” Center for African and Afro-Brazilian Studies (2023–2025) and Professor in the Undergraduate Law Program at the Pontifical Catholic University of Campinas (PUC-Campinas).
