Acesso à Justiça e Transformação Digital: um Estudo sobre o Programa Justiça 4.0 e Seu Impacto na Prestação Jurisdicional

Abstract

In the 21st century, we observe the increase in the use of new technologies in the jurisdiction assistance, the Information and Communication Technologies (ICTs). This increase reflects the contemporary moment of digital transformation, marked by the accelerated advance of new technologies and the intensive use of social networks and communication apps, impacting all areas of life in society. At the same time, we observe a series of questions about the uses of ICTs that, in addition to the context of the pandemic, are presented in view of the current moment of intensification of social inequalities and political and socioeconomic crises, in which the struggle for expansion of rights and improvements in citizens’ access to justice is present. In this article, we would like to propose a reflection on the introduction of ICTs and the promotion of access to justice, weighing this social context. Specifically, we are interested in analyzing and reflecting on the judicial policies that have been developed and implemented by the National Council of Justice with a focus on the digital transformation of the Judiciary Power in Brazil. To this end, we delimited our analysis to the policies included in the Justice 4.0 Program and to the evaluation carried out by the judiciary regarding its implementation.
