The World Health Organization’s normative authority in member states:
an empirical study of the Brazilian executive branch

The article aims to analyse whether and how the Brazilian federal executive branch implements the normative production of the World Health Organization (WHO) at the domestic level. To this end, it includes an empirical study that employs a methodology that identifies direct and precise mentions of WHO standards as references to normative authority. The results are presented according to their relationship with COVID-19. They analyse the temporal frequency of the mentions; the norms that are implemented by the Federal Executive Branch; the domestic bodies that implement them the most; the mention in normative and non-normative acts; the location of the mentions in domestic documents; the reasons for their implementation; the relevance of the distinction between hard and soft norms and whether non-binding acts are cited in binding domestic acts. In conclusion, the article highlights the limited use of the WHO's normative authority by the Executive.
